As someone who works at DHS (which sometimes seems to stand for "Department of Hubristic Somnambulance") the fate of Real ID reminds me a little of the fate of the National Response Plan.  No one had run it past state and local partners to see if the people they were going to inflict it upon might have anything they'd like to say about it.
