I would prefer Bill Richardson, a proven, experienced and tried person. He would and has been a team player.
The Cabinet Officers are there to be the prime brain trust, trusted advisers, and leaders in carrying out his policy. I think with Mrs. C there he would never know if he is getting political ambition/positioning, loyalty or is being double teamed.
Bill Richardson would be loyal and competent. Further I always deplore it when the trusted, qualified and familiar person is passed over for some outsider. It is always tempting to choose the devil you don't know over the one you do. It is also most times destructive to your team's morale to know that working hard and being loyal does not qualify you for promotion.
